Started working on a list of target co-sponsors from the 5 House Committees that HR 3240 has been referred to. Pulling together committee members who participate on 2 or more committees, there are 39. I've listed them below (will pull together contact information this weekend).

Of the 38 existing co-sponsors, 19 participate in these committess. I've included some stats below as to where we stand with co-sponsors on each of the committees (will pull together the total headcounts tonight - can't just add them together because, as stated, some representatives sit on multiple committees).

As you can see, we really need to focus our attention on the Democrats and also on the members of the Ways & Means Committee, where we currently have ZERO representation (see attached zipped excel file for details as to which representatives are members of which committees).

Another little detail that you might find surprising is the number of measures pending consideration in each committee. Sheds a little light on how hard we need to push to get a bit of attention...and why sometimes these guys aren't familiar with the bill when we call them about it.

Financial Services - 8.5% co-sponsorship
29 Republican (3 are co-sponsors = 10.3%)
42 Democrat (3 are co-sponsors = 7.1%)
71 TOTAL (6 are co-sponsors = 8.5%)
NOTE: There are 450 Measures pending Committee consideration as of 3/31/10

Foreign Affairs - 10.9% co-sponsorship
19 Republican (5 are co-sponsors = 26.3%)
27 Democrat (0 are co-sponsors = 0.0%)
46 TOTAL (5 are co-sponsors = 10.9%)
NOTE: There are 358 Measures pending Committee consideration as of 3/31/10

Judiciary - 17.5% co-sponsorship
18 Republican (5 are co-sponsors = 27.8%)
22 Democrat (2 are co-sponsors = 9.1%)
40 TOTAL (7 are co-sponsors = 17.5%)
NOTE: There are 727 Measures pending Committee consideration as of 3/31/10

Oversight & Gov't Reform - 17.9% co-sponsorship
15 Republican (6 are co-sponsors = 40.0%)
24 Democrat (1 are co-sponsors = 4.2%)
39 TOTAL (7 are co-sponsors = 17.9%)
NOTE: There are 482 Measures pending Committee consideration as of 3/31/10

Ways & Means - 0.0% co-sponsorship
15 Republican (0 are co-sponsors = 0.0%)
26 Democrat (0 are co-sponsors = 0.0%)
41 TOTAL (0 are co-sponsors = 0.0%)
NOTE: There are 1,324 Measures pending Committee consideration as of 3/31/10

Pam.in.NY posted this info in another thread somewhere, but I think it is relevant for here also. Of these 39 targets identified:

4 were HR 2518 cosponsors (child abduction bill from a few years back)
James Barrett [R-SC3]
Danny Davis [D-IL7]
Paul Hodes [D-NH2]
Sheila Jackson-Lee [D-TX18] (also children's caucus member)

2 were HRes125 co-sponsors:
Elton Gallegly [R-CA24]
Diane Watson [D-CA33]

2 are Children's caucus members:
Sheila Jackson-Lee [D-TX18] (also HR 2518 cosponsor)
Donald Manzullo [R-IL16]

I thought those pieces of information may be useful to include when writing/calling/faxing these representatives. Next week I will be getting back to trying to obtain a full list of children's caucus (about missing and exploited children, I don't recall the exact name) members to identify any other hopefully more sympathetic potential targets on this list of 39.

UD

Thanks for reposting those Reps. I just finished up sending those particular ones emails and faxes the other day. Haven't yet heard anything. I was going to send you an email asking if you heard anything back about the current caucus members. I hope that they get back to you soon.

On a side note. Castle is in my 'to do' list tonight. Smiley

Target House Committee Sponsors who are Missing, Exploited and Runaway Children's Caucus members. Theoretically, these members should be interested in children's issues. One important name of note is Howard Berman, the chairman of the Committee on Foreign Affairs, where I believe the bill is currently stalled as Rep Holt released a public letter asking the Chairman to consider legislation on international child abduction.

Berkley, Shelly   D-NV1
Berman, Howard   D-CA28
Davis, Danny   D-IL7
Jackson-Lee, Sheila    D-TX18
Maloney, Carolyn   D-NY14
Manzullo, Donald   R-IL16
Sherman, Brad    D-CA27
Tanner, John   D-TN8
Van Hollen, Chris    D-MD8

I was pleased there are this many of them as only about 20-25% of House members are members of this caucus and 25% of the target sponsors are members of the caucus. I'm posting the whole list to the other thread as an excel spreadsheet (zipped I guess since that's how M.Capestro did it).

Why, that's great. Van Hollen is my congressman. This is another way I can push him.
I will be writing another letter, and calling his office on Monday.

I decided to make the most of my Congressman meeting being moved to 9:45 AM, so I had more time to go distribute information about HR 3240 before the meeting. I made up 2 binders with the same information I gave my rep and 7 mini packets for the targets who have offices in this building. Each was prefaced with a 2 page letter similar to the one I sent to my Congressman, but I added the BSH and Bachome.org websites and just put information about HR3240. I gave the binders to the two reps closest office distance to my Congressman. One LBP near DC helped me sort the packets last night. He asked me if I'd done something like this before, and I told him no, which made me start to wonder if I was being overly ambitious, just going to get frustrated by my effort and not even be able to give out the information I worked to prepare.

Fortunately, I was able to deliver all 9 of the documents, speak to Rep. Hodes foreign affairs legislation person for 5 minutes (in response to being asked if I was a constituent, I said no, but kids from NH have been internationally abducted, which got me an audience) and speak to interns at all but one of the other offices (one office was 100% empty but open so I just left it on the desk). Rep Hodes' staffer agreed that 'finders keepers, losers weepers' is a totally inappropriate method for Japan to use in regards to children among other aspects of the problem (I also mentioned Mexico and Brazil problems). He stated he didn't know Rep. Hodes position on the legislation, but I've already followed up via email and will continue to ask. At most places the intern told me they would look up the person's schedule or they went and checked an office and said the person wasn't there. Since they never asked if I was a constituent, I'm guessing it was genuine that the person couldn't talk to me especially since some interns made an effort to check my personal contact information was there and asked me what I came to discuss. The packets contained Bernard Aronson's January 2010 op-ed piece, recent article about NJ man whose kid wasn't returned from Slovakia, Hague Compliance report pages with numbers (some intro stuff, table and map), one essay each by TWeinstein and pptoland, several posters of kids (some I made from info here and some from Bachome.org), HR 3240 initial legislation pages up through purposes, and Tom Sylvester's testimony from December. I know many more things could have been included, but I was trying to not overwhelm the person with a huge stack of paper (Rep Hodes' staffer looked pleased and agreed when I said I didn't think he wanted the over 60 page Hague Compliance report-just the highlights and a synthesized summary of all attached information). I'm happy to share if anyone is interested.

I got business cards with actual email addresses (gasp!) of people who the information was given to for each of the following reps [all @mail.house.gov]:

Jason Chaffetz [R-UT3] Staffer: Erek.Loosli
Keith Ellison [D-MN5] Staffer: Welling.Hall (I spoke with intern Steven, who was aware of issue, had Amnesty Int'l exp. and if I was around longer, was going to try to get me a meeting with the staffer for that day)
Bill Foster [D-IL14] Staffer: Kyle.Simpson
Paul Hodes [D-NH2]  Staffer: Derek.Torrey (I spoke to Derek for about 5 min just dropping by unannounced)
Bradley Miller [D-NC13] Staffer: Ashley.Orr
Linda Sánchez [D-CA39] Staffer: Michael.McGourty (I gave this office a binder)
Christopher Van Hollen [D-MD8] Staffer: Ken.Cummings (Liesl78's rep, now she can tell him he has information about it!!)

I also dropped off information at:
Mike Quigley [D-IL5] (office was empty, but open, so I didn't know what staffers business card to grab)
John Tanner [D-TN8] (left a binder and it was my first office going to. I made the mistake of leading in with my request for a short meeting followed by stating I had information to talk about and give the staffer. I then too easily acquiesced to the intern just giving it to the staffer rather than me trying to speak with the staffer (the intern actually stood up right away and took the binder into another room). I didn't think to get a business card-I learned quickly for the rest of the places)

I also went over and spoke with Allison from Rep. Smith's office briefly. Their office staff is nice, one of them asked me if I wanted water and got me a glass of it. She gave me a few of the booklets they give out (dear colleague letter written since January as it references the Aronson January 2010 op-ed piece, which is also included, and the bill text). She also told me to always make sure that papers are paper clipped or stapled even if in a folder. For me one other great thing about today was that despite leaving my cell phone in a bathroom by mistake, it was still there when I went back over 10 minutes later  Big Grin

Received this email from Barrett's [R-SC3] office this morning. I'm going to try and make
it through the entire list of members of the Foreign Affairs Committee over the weekend. When I'm done with I'll move on to the next committee. Smiley

Thank you for contacting me to express your support for H.R. 3240, the International Child Abduction Prevention Act of 2009.  I appreciate you sharing your views on this important matter.

As you may know, H.R. 3240 was introduced by Rep. Christopher Smith on July 16, 2009.  This bill is awaiting consideration in the House Foreign Affairs, Ways and Means, Judiciary, Financial Services, and Oversight and Government Reform Committees.  Like you, I believe that children are our most valuable resource, and as such, should be protected. As a Member of the Foreign Affairs Committee, please know that I will keep your support for H.R. 3240 in mind as it works its way through the legislative process.

Again, thank you for taking the time to write.  Please do not hesitate to contact me whenever you have concerns regarding any issue under consideration in Congress.

Sincerely,
J. Gresham Barrett

I'm bumping this up....

And letting people know that some Bachome.org members met with several dozen legislators last week about HR3240 and H.Res.1326 and Rep. Ellison's staffer 'seemed interested'. As I dropped off information with him before, and need to follow up anyway via phone (that didn't happen last week), I also suggest if anyone has time to make a phone call this week, then please call him:
