I do not speak Portuguese but it seems he is lecturing lawyers about the need for Family attorneys to become aware of upcoming changes to the Brazilian legal system pertaining to family law.  He must have been either head over heels in love with Bruna or on Silvana's payroll because he badly embarrassed himself and damaged his  family's  much respected name in Brazil .  Joao's late grandfather was a  national hero in Brazil as a human rights lawyer defending people during the 1964-1985 military regime era in Brazil.  I am shocked after the whole David/Sean saga he is still trying to become a national figure in Brazil like his grandfather was.  Who would ever take him seriously lecturing on family law?

Basically he stresses the fact that the family law in Brazil now accepts that a child has more than a father or more than a mother in his/her birth certificate (he must be referring to LGBT rights) and points to the fact that the State must be aware of the practical consequences to bear (which consequences he doesn't elaborate).
