Costa Rica - A Haven for International Parental Kidnappers

In the last decade there have been a number of International Parental Kidnapping Cases to Costa Rica by American-born parent with no ties to Costa Rica. I read about the following cases:


1. Trina Atwell-Chavarria (2009)
2. Cherre Tomayko (2009)
3. Mary Lou French (2000)
4. Barbara Vigil (2006)
5. Genevieve & Scott Kelley (2015)
6. Lynanne J. Foster (2010)


Here are some questions:


a) Can anyone provide an update on Costa Rica's International Parental Kidnapping Open Cases?


b) Can anyone provide an update on legal alternatives (i.e. Hague, U.S. State Department, Costa Rican Attorney) for getting parentally kidnapped kids back from Costa Rica?


c) Is there any progress on pushing the U.S. politicians to put pressure on Costa Rica to prevent it from becoming a haven for those in America and other countries that are dissatisfied with their Family Law Court ruling?
